If you have been injured by a fleeing criminal then you may be entitled to an award from the Criminal Injuries Compensation Authority (CICA). This may be where a by-stander is pushed to the floor by a fleeing shoplifter or struck by a vehicle when the criminal is evading capture by the police.
The actual crime being committed at the time does not have to be a crime of violence as in the example above of the fleeing shoplifter – it is being knocked over that is the crime of violence giving the entitlement to claim.

Again the criminal does not have to be involved in a crime of violence but it must be shown that the injured person was taking an exceptional but, in all the circumstances, justified risk.
